OC Department of Education Honors
Hue Pham, OCC Dean of Counseling

Hue T. Pham, Ed.D., Orange Coast College Dean of Counseling, Special Programs and
Services, will receive the Outstanding Contributions to Education Award from the
Orange County Board of Education for her personal and professional contributions to
education next week.

William M. Habermehl, County Superintendent of Schools, will present the award at a
ceremony and reception on Thursday,
Nov. 18th, at 11:00 a.m. in the Board Room of the
Orange County Department of Education (OCDE).

Long Pham, Ph.D., a trustee on the Orange County Board of Education, nominated Dr.
Pham for the award. During the past 25 years at OCC, “Dr. Hue Pham has taught and
helped many of her students who are now serving as doctors, lawyers, university professors
and even a state legislator,” he said. “I believe that her notable contribution deserves the
recognition from OCDE.”

Active in the Orange County Vietnamese community, Dr. Pham is well known through her
radio programs, which have been popular with Vietnamese listeners for the past 16 years.
Four years ago she expanded her reach to include a biweekly program on Little Saigon TV,
which airs every other Tuesday evening from 7:00 to 8:00 p.m.

Dr. Pham uses her radio and television program to inform her audience about opportunities
that education can bring.  She interviews educators and professionals from a variety of
careers. She translates English into Vietnamese for her listeners.

“Vietnamese parents need to be aware of options and encourage their children to go into
careers that match their ability and interests,” Dr. Pham said.

Dr. Pham, a resident of Costa Mesa, has been dean at OCC since 2000. Before that, she
served the college for 15 years as a counselor. She also is advisor for OCC’s Vietnamese
Student Association (VSA) and helped to establish the VSA Foundation, which has provided
more than 50 scholarships to students. The VSA also presents an annual Vietnamese
Culture Night at OCC.

“One of Dr. Hue’s greatest strengths as an educational leader is that she comes to her
management role with a very strong background as an educator/counselor, which she has
never forgotten,” said Pat Arfsten, a member of OCC’s counseling faculty for 36 years. “She
challenges her staff to reach for the high bar, never forgetting the complex challenges” they
face.

A native of Thai Binh, North Vietnam, Dr. Pham moved with her family to South Vietnam to
escape the influence of the Communist north. In 1968, she came to the United States as an
international student. She earned a bachelors degree in math from Siena Heights College in
Adrian, MI, and received a master’s degree in counselor education from Marywood College
in Scranton, PA. She completed her doctorate in counseling education from the University of
Houston.

Dr. Pham and her husband, Long V. Nguyen, have three grown children.
